The Two Ladders of Collateral-Free Credit
Both schemes solve the same problem, small businesses rarely have clean, bankable collateral, but they work differently. Mudra is a refinance-and-guarantee programme for micro loans: you borrow from a bank, RRB, MFI or NBFC, and the Credit Guarantee Fund for Micro Units (CGFMU) protects the lender. CGTMSE (Credit Guarantee Fund Trust for Micro and Small Enterprises) guarantees larger facilities, term loans and working capital, made by member lenders to eligible MSEs, reimbursing the lender 75–85% of the outstanding if the account fails. In both cases the guarantee replaces your property as the lender's comfort; your business's cash flows still have to justify the loan.

CGTMSE in 2026: Cover up to ₹10 Crore
CGTMSE's guarantee ceiling was raised to ₹10 crore per borrower from April 2025 (it was ₹5 crore before). Key parameters as they stand:
- Guarantee cover: 75% of the facility for most borrowers, rising to 85% for micro enterprises, women entrepreneurs, SC/ST borrowers and units in priority regions.
- Annual guarantee fee: starts around 0.37% p.a. of the outstanding and scales with slab, paid in addition to interest, so factor it into your true cost.
- Interest rates: typically 9.25–12% at PSU banks for well-documented profiles; private banks and NBFCs price higher.
- Eligibility: Udyam-registered micro and small enterprises, manufacturing, services and (since the scheme's expansion) most trading activity, borrowing from a CGTMSE member lender.
The practical meaning of the higher ceiling: mid-sized facilities, a ₹1–3 crore working capital limit or expansion term loan, that once demanded property cover can now be structured on guarantee cover with the right lender, if your financials support the exposure. Lender appetite varies widely, which is exactly where comparing institutions pays.
Which Route for Which Business
- Under ₹20 lakh, younger or thin-file businesses: Mudra first. It is designed for exactly this segment, and a repaid Tarun loan unlocks the ₹20 lakh Tarun Plus tier.
- ₹20 lakh to a few crore, Udyam-registered with real financials: CGTMSE-backed term loan or working capital at a PSU bank is usually the cheapest collateral-free structure, at the cost of more documentation and time.
- Urgent, short-timeline needs: fintech/NBFC unsecured loans disburse in days but at 14–24%; use them for speed, not as a permanent capital structure.

How to Apply Without Getting Stuck
- Register on Udyam first (free, at udyamregistration.gov.in), it is the gateway for CGTMSE and improves treatment under Mudra.
- Reconcile GST returns, bank statements and ITR before applying; mismatches between the three are the single biggest cause of delay and rejection.
- Ask the lender explicitly for the scheme. Branches sometimes default to collateral products; a written request for a CGTMSE-covered facility changes the conversation.
- Compare more than one lender. Guarantee-backed pricing and appetite differ sharply between banks; two or three applications' worth of homework is worth lakhs over the loan's life.
- Count the guarantee fee in your cost, a 10.5% loan with a 0.75% AGF is an 11.25% loan; still usually cheaper than pledging property or borrowing unsecured at 18%.
Collateral-free no longer means small.
